On Heraclitus, Jesus, and Nietzsche & Irony of Morals & Moral Philosophy

Heraclitus writes: "To men, some things and some are bad. But to God all theing are good and beautiful and just."

Jesus says, "God sends rain to good and bad."

Was Nietzsche trying to relay this hidden teaching that morality encages and set prisons of moral judgments, and stigmatizes and marginalizes-the stranger, the deviant, the pariah, scape-goat outsider, who then becomes a criminal, breaking society's law---in his BEYOND GOOD & EVIL?
