On the International Cyber-Jurisprudence Ethics and the Rules of War

Up until now there has not been over-arching consensus in re global surveillance on cyber-global security and privacy in regard to military and fininacial agencies in terms of what the rules, which must be set akin to a "Geneva Treaty." The greatest attacks go undetected, and remain anonymous. How can there inferentially be a Legal Aspect to attainment to a International Jurisprudence of Cyber-Legal Treaties, when among the millions of cyber-attacks are made as stated above every half a second, not least.
